ISP director says he will work with OEIG on McClain email probe

* As we discussed yesterday, Senate Republican Leader Bill Brady sent a letter to Illinois State Police Director Brendan Kelly calling on the ISP to conduct an investigation into the 2012 Mike McClain email to two Pat Quinn administration officials which referenced ghost payrolling and a rape in Champaign. Here’s Director Kelly’s response…

As someone privileged to work every day with public servants of the highest integrity, and as a former prosecutor, these allegations are deeply disturbing, and the Illinois State Police takes them extremely seriously.

As a matter of law and policy, the Illinois State Police (ISP) and Office of the Executive Inspector General (OEIG) routinely coordinate and mutually support investigations and referrals for prosecution. These allegations are no exception.

The ISP and the OEIG are in communication and the ISP Division of Internal Investigations and/or the Division of Criminal Investigations will appropriately pursue any criminal aspects arising out of this investigation and dedicate whatever investigative resources are needed.

Previous investigations falling under the potential authority of both the ISP and OEIG have been thorough, professional and laid a strong foundation to pursue justice wherever the evidence may lead – precisely the kind of work you would expect from the former federal prosecutor leading the OEIG whom I hold in high regard. The ISP is committed to nothing less in this case.”

* Meanwhile, I tend to give Skillicorn wide latitude. He is who he is. But for a sitting legislator to say something like this about a governor (any governor) is just way over the line…

  2. Skillicorn goes big on anything he possibly can. I don’t know if that’s just the image he has chosen for his position or if he’s actually like that all the time. Good statement from Kelly though regarding this. Hopefully they will find the truth quickly.

  6. Glad to see ISP is getting involved. Although many OEIG Investigators are former/retired LE Officers the agency is not a law enforcement agency.

  7. Skillicorn’s tweet makes little or no sense.

    Quinn was the governor when the incidents occurred, not Pritzker. Not sure how one can fault J.B. for waiting for the matter to be investigated fully.

  10. Perhaps the Governor should take note that one of his agencies, and as a result his office, does in fact have power to investigate potential criminal allegations. Despite what he said to earlier this week.

  11. Anon E Moose, calling out all of Skillicorn’s ridiculousness would be a full time job. Also, if everyone knows he’s a loudmouth skunk, I would suggest it’s less noteworthy. He’s gets boring after a while.

  12. Have you no decency? That was the famous and appropriate response question to Joseph McCarthy. Sadly, that response has been so apropos in more frequency. The question now needs to be revised to ask whether any GOP politician has any decency? The ones I can think of left elected office when their decency was unwelcome by the party.

  19. Oct 1 2018 Skillicorn tweeted “evidence doesn’t support claims against Kavanaugh.” So why did he care about evidence in 2018 and not care about evidence in 2020? Where is the evidence “some politicians (with Pritzker’s face) support rape?
    Also noted in Oct 5 tweets he compared Kavanaugh to Jesus being persecuted and also tweeted a headline that said Democrats were consumed with hatred later that day.

    I know I used to work for the OEIG and I’m also a retired LEO. The point I was trying to make was that it’s senseless to involve the OEIG in a criminal matter because it’s going to referred to ISP. OEIG may be able to help with the Ghost payrolling allegation since that will be a paper case and the OEIG is good at paper cases, but it won’t be quick, the OEIG is slow to complete cases.

  21. Pac-Man, my assumption would be that the ghost payrolling is exactly why ISP is working with OEIG at the moment. It’s a joint issue stemming from the same source.
