Walking around the Cap Complex and downtown yesterday afternoon it was hard to tell it was January and not mid-May working toward adjournment.
SPI broke out the best weather for the GA Inauguration.

While walking to the Gin Mill yesterday evening, I was waiting for the light to change and a “local”, not involved with any of the events, said to me “it’s nice to have you guys back again.” I’ve never felt more welcome in this town that I did a that moment, and I’ve been coming down for nearly 25 years. Thanks, SPI. It’s nice to be back.

Due to “a lot of other things” I didn’t get to fully go into reading the chamber leaders’ speeches until late last night but I found both fairly interesting to them, and who and what they and their chambers are.
While Harmon seems to be one wanting more… integrity… it’s still only the House that has the Arroyo Rule in full effect.
While Welch had his speech being thoughtful, as I read the text I couldn’t help but remember the ridiculousness that was McCombie’s swing and a miss… with McCombie seemingly begging for relevance from the *actual seated audience*, like she couldn’t on her own or own words couldn’t capture the attention of the seated folks there. Then McCombie decided to add race, with the proverbial “first African American was a Republican” as she leads a caucus that has a party welcoming racist thinkers… and begging that folks look closer and beyond perception.
It was odd, for me, to have my takeaway from Welch’s speech the real missed opportunities and flat out flopping of imagery that was the McCombie speech. It was a harsh reminder how failing the HGOP is as a caucus, and that speech reinforcing that truth.
Lastly, I found it so sad that McCombie made a real point that “land matters” not voters, as McCombie made this odd point that the HGOP represents “all” 102 counties. Tepid applause followed. Again, proving, the HGOP as a caucus wants to represent land, not people… and Welch’s own words were words of bringing people, not “land” together.
So, thank you Rich for those posts. Taking a swing at both in one comment, in one post.
Harmon needs the Arroyo Rule and not words, McCombie needs to realize playing to the super-minority will always find you, literally, begging for attention, even in the middle of a speech that was deaf to what voters, not “land” told you, and your dwindling caucus numbers.

Walking to the Old State Capitol, I was shocked at how the city managed to put its worst foot forward. Shards of broken beer bottle glass (that’s been there for weeks) littering the sidewalks on Monroe. Peeling paneling on dilapidated vacant storefronts. Sad. Shocking that the mayor not only tolerates but seems generally unaware of how desolate downtown Springfield has become.

So if the County Sheriff refuses to follow the law on assault weapons, can the state not pay 2/3’s of their salary? It may force the county to pay the full salary, not the 1/3.

When Arroyo, a member of the Illinois House was facing indictment, or likely indictment, there was growing pressure for Arroyo to resign, pressure, but no real mechanism or context to force such a resignation upon Arroyo.
It comes time, veto session no less, Arroyo is arrested, indicted.
Madigan, who later would face his own challenges, had instituted a “rule”, if you will, by this indictment, not conviction, and these events would lead to expulsion from the body, setting a thought to that as a “rule” for the chamber in that instance, and going forward, that indictment means expulsion.
On October 28, 2019, in a press release;
=== House Speaker Michael J. Madigan released the following statement Monday:
“The charges filed against Representative Arroyo are very serious. We have already contacted Representative Arroyo’s counsel to determine whether he will resign as state representative. I urge Representative Arroyo to resign from the House of Representatives, effective immediately. If he refuses, I will take the necessary steps to begin the process to remove him from office.===
The senate has no such thought or seemingly want to that level of measure of service.

All that even though Mayor Langfelder and the city have been doing all they can to help revive downtown (e.g., proposed new downtown apartments which unfortunately have sky-high rents, the Wyndham/Hilton redevelopment, hopes of eliminating some of the one way streets downtown, all the incessant street festivals including at the Y block, etc.).

OMG! What is Kevin Warren thinking!!!! He did such great things at the Big 10 and before, and now he wants to go work for the McCaskeys? Good luck to a great man; he pulls off a SB he will be raised up with Theo….bring it home!
