In August of 2021, police say, Brittany Griswold, 35, of Geneseo, was behind the wheel of a stolen vehicle involved in a fatal collision in Rock Island. The head-on crash resulted in the death of Cecilia “Ceci” Nache, 49, of Rock Island.
Griswold was charged with two felony counts of aggravated driving under the influence, reckless homicide and aiding/abetting or possession of a stolen vehicle.
Her bail was set at $50,000, but she was released on her own recognizance. She was freed on a written promise to return, in other words, without posting bond.
Represented by former judge and prosecutor Larry Vandersnick, Griswold did not spend a day in jail. After multiple requests by a reporter for a copy of her jail mugshot, Griswold was fingerprinted and photographed — one year after the crash.
On March 27, 2019, police said, Armand Cannon, 27, of Grand Mound, was behind the wheel of a stolen vehicle involved in a fatal collision in Moline. The crash resulted in the death of Tammy Loos, 51, of Milan.
Cannon was charged with aggravated driving under the influence, aggravated reckless driving, reckless homicide and aiding/abetting or possession of a stolen vehicle.
His bond was set at $250,000. He was assigned a court-appointed attorney.
While Griswold never spent a day in jail, Cannon remained behind bars for the three years it took for his case to go to trial. In May, he was found guilty of all charges. […]
“It seems grossly inequitable that one person walks while the other cannot possibly come up with the cash bail, which the judge must have known, given the defense counsel was appointed,” [Ben Ruddell, director of criminal-justice policy for the American Civil Liberties Union of Illinois, after being supplied with the basic details]. “How much money you have shouldn’t be a factor.” […]
Blanca Leal, one of three sisters of Ceci Nache, who died in the crash with Griswold, said someone from her family had attended every one of the court hearings. They were disappointed, she said, when they learned Griswold never was processed through the jail, and her high-profile attorney was able to get her released without serving a day.
Bail reform may result in pre-trial release of other defendants who face the same charges, Leal understands, but the inconsistent treatment, based on money, is a bitter pill.

Well, I’m shocked and dismayed, honestly, that Republicans across Illinois haven’t stood up for law enforcement, haven’t stood up for law and order. And instead are standing with somebody that clearly, there is something afoot here that may lead to a prosecution. It seems like, you know, Republicans say that they’re anti crime. And yet here they are standing up for somebody who seems to have committed one.
On the other hand, there’s a presumption of innocence that the governor also talks a lot about. But he does have some nuance…
Gov. J.B. Pritzker on Monday called on authorities to “quickly and thoroughly” complete their investigation into potential influence peddling involving a police body-camera manufacturer and a state senator who spearheaded a massive criminal justice reform bill approved last year.
The Tribune reported on Monday that state Sen. Elgie Sims, a Chicago Democrat, was approached in the spring by federal authorities looking into whether Axon Enterprise Inc. either directly or through other lobbying entities improperly tried to influence Sims. The criminal justice legislation he championed and was enacted in 2021 included a slew of reforms, including requiring every police officer in the state to wear a body camera by 2025.
“On this matter, I encourage authorities to act quickly and thoroughly and to hold anyone accountable who should be held accountable,” Pritzker said Monday at an unrelated news conference on Chicago’s South Side.

Local Republicans have been fairly quiet so far about the still-unfolding Mar-a-Lago raid. But not the National Republican Senatorial Committee, whose national finance co-chair is Chicago corporado Ron Gidwitz.
In a weekend note to contributors, the fund-raising committee for Republican senators and nominees pushed all sorts of buttons. “Why did the Biden administration’s DOJ raid Mar-a-Lago? This has NEVER happened before, and it’s a DISGRACE,” the fund-raising pitch stated. “Could Biden be using the government power to potentially PUT PRESIDENT TRUMP IN JAIL?”
It continued: “The ONLY way to STOP this potential ABUSE OF POWER is by taking our critical Election Year poll so we can WIN this November and RESTORE TRUMP’S Majority.”
There was no immediate response from Gidwitz to a request for comment.

Darren Bailey has spent his entire political career cozying up to Donald Trump, breathlessly repeating his dangerous rhetoric and promising to enact his harmful agenda. As MAGA loyalists at every level of government wage a relentless campaign to delegitimize the Federal Bureau of Investigation following a search of Donald Trump’s Florida home, Bailey must answer for whether or not he believes the FBI should be defunded.
Republicans wasted no time sowing distrust in law enforcement in an attempt to please the former president, and Bailey quickly questioned the department’s motives, demanding the FBI “immediately explain their actions.”

An analysis last year of Chicago Police Department deployment data appears to raise questions about whether Chicago police officers are consistently on the street at times when most shootings happen in the city. […]
The separate “GPS Analysis by Time of Day and Day of Week” included a 10-year review of shooting data, which examined days of the week. It showed that on weekdays, shooting incidents peak during the 9 p.m. hour. But on weekends, shooting incidents rise until 2 a.m. and then start declining.
The analysis further examined GPS data for three types of patrol responses in the so-called Tier 1 and Tier 2 districts, where most shootings happen — non-tactical district units, tactical district units and the citywide Community Safety Teams, which were launched by Brown as part of his crime-fighting strategy.
The analysis period was between June 2020 and February 2021. In all three categories, the number of officers working in the field, or on the street, appeared out of sync with the number of shootings on the weekends, according to the report.

The city had 167 carjackings last month, up 11% from last July. There were 149 cases in July 2020 and 53 in July 2019.
City records show that Chicago police have made arrests in slightly less than 7% of this year’s hijackings. The arrest rate for 2021 carjackings is 13%. It’s important to note that arrest rates for previous years are typically higher than current periods because police have had more time to identify offenders and secure charges from the state’s attorney’s office.
In 2021, the Cook County State’s Attorney’s Office approved charges in 75% of the carjacking cases that Chicago police brought in, according to the prosecutor’s office data.

JB signed a flawed law that makes everyone in Illinois less safe. The US Congress just passed tax hikes on fuel suppliers that will cause prices to skyrocket while at the same time giving tax breaks to wealthy people for buying electric cars. The IRS is doubling in size. If you think that won’t impact small businesses and people at the lower end of the income spectrum, I have some ocean front property for sale in Arizona I would love to sell you.

The only time the residents of Will County are going to hear Glasgow talking about his job, he appears as a willing ally in a GOP ad for Bailey.
Glasgow also had a bad week last week, with an appellate court giving a stay to the democratic current office holder he is trying to remove from office.
Glasgow’s “end of office days” can’t come soon enough. If he has enough time to go after office holders who have committed no crimes while in office, then he has time to properly do the work to prevent anyone he considers dangerous from being released prior to trial. Instead, he’s going to release them out of spite.

Years ago, the IRS sent me a letter claiming I owed back taxes. I called them and said the check was attached to the return, the amount and check number. They went looking for my return, found it, cashed the check, and refunded the penalties.
What an outdated system. Nice person helped me out.

I prefer an outdated system. Having humans working the phones fixes a lot of issues and mistakes, as well as allows citizens to get explanations when necessary.
If everything were scanned into an automated system, the first thing to go would be labor costs, and again, I like having the opportunity to ask questions and get answers directly.

In the span of a week, the Republican Party has completely flipped on law enforcement. They now quite literally want to defund the FBI, have leaked the names of individual FBI agents for harassment purposes, and deployed deranged conspiratorial rhetoric to oppose the addition of more officers to enforce tax laws.
The police unions need to look long and hard at what has happened last week. Republicans have proven, beyond any doubt, they will turn on law enforcement to defend the rich and the powerful. They will do everything in their power to destroy law enforcement agencies that fairly enforce the law. And when their extremist followers physically attack law enforcement, as in Cincinnati, Republican politicians will say and do nothing.

How many years ago? Because Congress has been steadily defunding the IRS over the past couple of decades, and there have been stories of them being unwilling/unable to go after the biggest tax cheats because they simply do not have the staffing to undertake the complex cases.

The IRS is so understaffed, it hasn’t even picked up the phone 90 percent of the time over the last two tax filing seasons.

All Republicans voted no on helping seniors and the disabled, including helping their own voters. The same for fairer taxation, cleaner energy, ACA funding, job investment and the rest of the bill. That’s a very powerful message going into November

any violence is pretty scary, but…fingers crossed…the absence of the mass looting violence we saw in 2016 and 2020 is not discussed because it’s not happening again. and it could be because there have been several problematic cases across the country. maybe connections in communities have helped this summer.

The Griswold case continues to drag on…status hearing after status hearing, only prolonging the inevitable: prison time. Accountability lacks everywhere, but especially with individuals caught red handed. I get the right to trial, etc., but the victims and their families are almost always the overlooked component.

Regarding the Quad Cities and bail issue, the bitter pill is one thing. But ignored in this presentation is the framework regarding bail. No bail/sliding scale bail is strictly about creating conditions to ensure that the accused will appear for the trial. So the only bail issue is whether or not a judged believe Griswold and Cannon could be trusted to appear for their case.
If there is no argument that Griswold absconded, then the no bail release was appropriate. The failure to photo and fingerprint Griswold was a local screw-up at the Sheriff’s office.
As for Cannon, the absence of release is for three years was literally a jail sentence imposed prior to evidence of innocence or guilt. Ironically, it means Mr. Cannon will be released three-years sooner, but if the issue is bail or no bail, the issue is “would Mr. Cannon have absconded before his actual trial occurred. There is in fact no way to know that since he was jailed the whole time.
If we wish to discuss the idea of bail, then focus on bail, and use evidence related to absconding. Anything else is simply the politicization of bail through false witness.

The 87,000 new employees (Not agents) will be hired over the next 10 years during that time 50% of current employees will be able to retire. The goal is to get back around 100,000 so someone will be there to answer the phones and process the amended retours I filed a year ago. Also, I hope for your sake the magic Mississippi river pipeline to AZ is built so your property will be worth something.

To Joan P at 12:15pm: Go read the Social Security POMS Manual; lots of references to multiple old systems, and even paper-based records still not scanned in and have to be sent to other offices for some situations. IRS is also drowning in paper because e-filing isn’t available to everyone (some seniors, disabled, no computer or skills, etc.) and not everything can be efiled.
As to the CPD staffing, it can be hard to schedule shift staffing by calls per timeframe, and still maintain minimum service levels on other shifts. That CPD is short some 1,500 officers doesn’t help matters either; they don’t have the people to staff overlapping shifts or the special units without cutting elsewhere.

H-W, don’t know if any of that was directed to my comment, and I get what you’re saying. Having said that, this isn’t a casual DUI. Someone was killed and while defendants deserve their day in court, victims’ families are left with a dead one while the person responsible for the death gets their freedom (obviously until their final day in court).

I’ll start by saying “defund the police” was dumb, both as policy and as far as politics.
But it’s worth noting the left called to defund the police due to instances where LEO killed civilians who did not pose a serious threat to LEO. Whereas republicans now call to defund and disband the FBI and label it corrupt because they…executed a search warrant, approved by a judge, for subpoenaed materials which had not been voluntarily tendered?
The fact is, GOP only supports anything they purport to support if they think it is on their side. Utterly without scruples.

@Alice - No, my comments were not directed at anyone on this blog, but at the original post. I just think it important that any discussion of the policy rely upon evidence related to assessing the policy. I think the Constitutional premises associated with conviction before punishment are unalienable rights.

How hard do people have to work to be this stupid? The new tax credit has an income cap AND a price cap for the vehicle. So not only can rich people not get the tax credit (due to their income level), if they did, they wouldn’t be able to use it on the very expensive EV they’d be more likely to buy.

Adding…the previous tax credit had no income limit and no price cap, so any ol’ billionaire could get $7,500 back when they bought their $200k Porsche Taycan EV. Now, not so much.

I cannot explain the depths to which Democrats in Will County wish that Jim Glasgow would just become a Republican. He doesn’t play well with anyone, he seems to actively hate the party, and I don’t believe anyone has heard him say a nice word about anyone that isn’t Jim Glasgow.

As they should be, after enacting many major pieces of legislation in just two years with a 50-50 senate (let’s see critics do that). That’s not even counting the president signing the inflation relief bill tomorrow.
