  3. Due to population decline, Carbondale will be voting on Home Rule status in November. The results of losing it would be catastrophic for the city.

    My main issue is the constitutionally required phrasing of the ballot question. The question is roughly “shall the city of Carbondale cease to be.”

    I am very concerned that the structure of the question, an affirmative vote taking away city powers, may confuse voters and potentially cause unintended but crippling harm to the city.

    thanks for that clarification. Having watched the new city of Cahokia Heights (which is actually in the lowlands) form, I wasn’t sure what was going on down farther south. So just a vote whether to retain home rule or not.

    That seems to be the proper and typical language - it has been used by other cities facing the same issue …

    “Cities don’t automatically lose home rule when they drop below 25,000 residents, but they must ask their residents to vote whether to remain home rule with a specific question: “Shall the entity cease to be home rule?”

    At least it is somewhat cooler and less humid here than in the Carolinas where I have been this past week.

    Gave the raised flower garden a good soak last night. A/C keeping the house cool,but it was over 100° in the garage yesterday afternoon. Going to have to work at night out there.

    Nope

    Caught a later train yesterday, have to say my suburban Metra station looked the closest it has to the before times. Still plenty of spaces but more like the week between Christmas and New Years and less like the Friday after Thanksgiving.

    Freeport, too.

    If the results would be catastrophic, a muni is probably doing it wrong.

    Where I live, home rule + council-manager gov = recipe for corruption. We’ve had only one-term mayors for the last several cycles, but it’s really the unelected managers everybody’s mad at.

  23. Shibboleth - I’d be more concerned about southern Illinois’s biggest city now having less than 25,000 people. What does that say for the State of Illinois?

    Oh, I forgot. According to the Democrats we are just doing fine with our booming population that is basically stagnant while our peers had considerable growth.

  26. Still wondering about the ‘requires insulin’ caveat on the new law requiring insurance coverage of continuous glucose meters. That’s a really vague couple of words. Is the once daily long acting insulin patient eligible or only the patients who take the kind that require numerous daily injections. Medicare only currently pays for CGMs for patients in the latter category.

  27. Just received a phone poll asking who I would vote for in the Davis/Miller race. Funny thing is that I do not live in that district. When I explained that I am not a resident of that district to the pollster, he said that it didn’t matter. Other odd thing about that poll is that it sounded like there was a rooster in the background. Not sure what to think after that phone call.
