Patrick G. Ryan, the billionaire founder of Aon, has chipped in $1 million to the Coalition To Stop The Proposed Tax Hike Amendment, according to Illinois State Board of Elections records.

Ryan is now chairman and CEO of Ryan Specialty Group, an international holding company he founded “specializing in wholesale brokerage, insurance underwriting managers and other specialty services to brokers, agents and insurers,” according to its website. Forbes estimates his net worth at $3.2 billion. Ryan has also donated to Gery Chico’s 2011 mayoral bid, the Illinois Republican Party in 2005, 2006, and 2009 and Richard M. Daley’s campaign committee in 2006, according to state board records.

Citadel founder Ken Griffin has by far been the coalition’s biggest benefactor, chipping in just under $47 million total so far. But others on Illinois’ wealthiest list, including Craig Duchossois, Dick Uihlein, Muneer Satter, Jay Bergman and Sam Zell have donated as well.

Gov. J.B. Pritzker’s cousin, Col. Jennifer Pritzker, chipped in an additional $250,000 to the coalition’s cause, bringing her total donations to the group to $750,000.

The Democratic Party of Illinois led by Speaker Michael Madigan has started to pour money into an effort to keep Illinois Supreme Court Justice Tom Kilbride on the bench with two weeks until Election Day.

Election records filed Tuesday night showed the Democrats put $550,000 into the Nov. 3 Kilbride retention campaign. That pushes the total political spending by both sides in the contest to nearly $7 million.

The contest is critical for Democrats because a Kilbride loss could jeopardize the party’s 4-3 majority on the state’s high court. With money from billionaire donors, Republicans are waging an anti-Kilbride campaign in hopes of knocking him off the court and getting a chance to capture the open seat in the 2022 election. […]

Madigan’s decision to pump in big money now may give anti-Kilbride forces even more reason to push the Madigan-Kilbride connection, Redfield said.

For Madigan, “the upside of being able to increase party spending outweighs the downside of the anti-Kilbride people being able to link him more directly to Madigan,” Redfield said.

Like he did in 2000 and in 2010, Mike Madigan is coming to the rescue of his favorite judge Tom Kilbride. The $550,000 Kilbride received from the Democratic Party of Illinois is just the latest in millions of contributions from Madigan and his allies. This is exactly why Kilbride must not be retained. We need to bring independence back to the judiciary, not another 10 years of Madigan control.

Wealthy individuals and special interests who want to own the Supreme Court are spending millions, including out-of-state dark money from unknown sources, to smear Justice Kilbride and mislead voters about his record. By law, Justice Kilbride is not allowed to solicit campaign contributions. To further maintain his impartiality, he has no role in fundraising – all such decisions are made by his treasurer – and no knowledge of the donors to his retention committee nor of those to the opposition committee. Justice Kilbride is proud to have support from Republicans, Democrats and Independents, and to have been endorsed by a bipartisan group of law enforcement leaders and police officers from across the district.

The intensifying controversy surrounding Madigan, which includes calls for his resignation from a handful of House Democrats, hasn’t turned off the tap of campaign contributions. The four funds together raised nearly $4.3 million in the key preelection quarter, campaign finance records show. More than half of that, $2.4 million, was raised by Friends of Michael J. Madigan, which took in $1.7 million from labor unions and other political action committees.

The four funds ended the third quarter on Sept. 30 with nearly $20 million in the bank. […]

For comparison, the main campaign fund of House Republican leader Jim Durkin of Western Springs and two others supporting House GOP candidates raised nearly $1.2 million in the third quarter and spent more than $3 million, ending the period with less than $1 million in the bank. More than half of the money spent by Durkin’s campaign fund — $1.6 million — was transferred to the state GOP.

*** UPDATE *** Billionaire Ken Griffin just contributed $100K to Republican Pat O’Brien, who’s running for Cook County State’s Attorney. O’Brien disclosed a $196,800 haul this morning.

…Adding… State’s Attorney Kim Foxx reported $102K in contributions today. She’s reported about $350K in the past few days.

  1. Does anyone know of the success of states that have moved from a flat tax to a progressive tax, and what it did for their economy?

    The only one I can find is Conn.

    It will be interesting to see how voters in Chicago view the tax referendum in light of the Mayor’s announcement of new sales and property taxes.

    Maybe the question Raunerites need to ask themselves as they see these funding deficits… is it because we’re in the minority and we’re seen less important, or is it we have lousy candidates that can’t win and betting against them makes sense?

    At what point will a reboot be seen as a necessity, and necessary to be seen seriously?

  10. People who make hundreds of millions of dollars a year and are worth billions hate paying taxes. They hate paying for the infrastructure that supports their economic success and expect you to do it for them.

    It seems that many of the uber wealthy see their vast fortunes as a right and that they should not pay their share in taxes. I am waiting for one of them (my money is on a Uihlein) to announce their wealth is a divine right.

    Fun to see so many in my rural area with anti progressive tax signs (I know, signs don’t vote). I’ll never get why folks in the lower middle socio-economic class carry flag for billionaires.

    At what point will a reboot seem necessary?

    Why doesn’t anyone call them out as rank hypocrites for opposing a progressive tax struggle? What is good for the federal government ought to be good for State government. If they are so opposed to the progressive tax system, why aren’t they fighting for a flat federal income tax?

  14. Had a “conversation” the other day with a retired CPA who is dead set against a progressive tax.
    When I told him that if it fails the flat tax would go up he told me that “the state couldn’t just raise taxes.”

    I replied, “What?”.

    Again, this is a retired CPA.

    For many voters, the issue of the progressive tax comes down to one thing, “Do I trust Michael Madigan?”
    He’s the one that will ultimately decide the rates and tiers. So the tax item is voting on whether you trust him with even more power.

    I trust Michael Madigan to pass a flat rate increase if the progressive tax doesn’t pass. There’s no other option at this point. You aren’t giving Madigan “more power.” He and the legislature can raise taxes on everyone at any point. What the opponents of the fair tax are banking on is that the flat tax increase won’t be nearly as bad for them as it will be for the middle class. They will gleefully allow you to vote against your own interests to protect theirs. Who wouldn’t?

    I agree very much that Vote Yes wasted precious time in getting its campaign and messaging started, sitting on millions of dollars before Griffin et al. got involved.

    However, Vote Yes has told us over and over that the vast majority will get a tax cut. We the voters are also on the hook for the CA passing. We are being repeatedly told we will get a tax cut. If it doesn’t pass and we get a flat tax hike, that’s on us too.

    I wouldn’t disagree with that notion, but it would be a political liability and maybe a crack in the Dems stronghold if they take the approach if we don’t get the fair tax everyone is getting taxed more.

    It is in the American DNA to not support tax increases. A lot of people can get behind taxing the wealthy for obvious reasons, but it would be a tough sell to blame the super weak Repubs for the tax increases for all, if fair tax is not successful.

Wow, simply question regarding why second sentence of current statue will be removed if proposed amendment passes since it has nothing to do with changing from a flat to graduated income tax posted at 10:06 am removed by 10:15 am.     The Dems will empathize with those that voted against their self-interests while reminding them of the choice they made. The state needs revenue. There is no other option. The only question that remains is from who.

    Tactically I think they would have been better off in raising the flat tax rate and then putting the progressive tax on the ballot. It would have made the choices here a bit clearer.

  30. I know it is anecdotal but I have a strong feeling the tax will not pass and the reason is Madigan. Even staunch democrats I talk to say silly things like we cannot give that crook more money. I do not know how but that argument seems to be really working amongst all demographics.

  33. WBEZ has a good article on Kilbride today. He said he would not take any Madigan money back in October. Also, opposing the ballot measure on redistricting could get some D’s to vote against.

    It comes down to understanding that 97% will see a tax freeze or cut, and the political will to change that in 3-5 years will be tough, given the gubernatorial election and new map.

    Being afraid of one person who first can’t pass a bill in the senate, and isn’t a Governor that can sign or veto a tax increase is truly a sad way to think you’re smart to vote against your best interests.

    You’ll be the first to whine if it fails and everyone’s taxes increase, again, “Madigan”

  39. If a tax rate of 7.5%, on the highest earners is the leader’s intent, I wonder why he didn’t put that language into the ballot initiative? It would have been easy enough to do.

    The fact that they didn’t put a cap on the progressive ballot initiative is the glaring “tell”.

    Because the CA is about the structure TO tax, the way to raise income taxes, not the rates to that function.

    That’s why there was a bill, now law, to set the rates, if passed.

  43. @Riverside- you keep saying it is about Madigan not the logic of a progressive tax system whereby the highest earners (not millionaires etc because it is about earnings not wealth) pay a higher rate.

    The progressive tax is not Madigan’s baby, itis the Governors.

    Madigan does not wield nearly as much power as you think, maybe take a break from Facebook on that one. His caucus is far more influential on him when it comes to things they want versus him on them.

    Regardless of Madigan or anyone else, your logic falls apart because the ILGA can raise our taxes any time they want if they have the votes. The senate is not, which you seem to have forgotten, is at best adversarial to Madigan, his relationship with senate democrats has not been great and they are needed to pass anything.

    1. Try to defeat Graduate Tax income
    — It is not a positive gain for Dems if they raise taxes on everyone, even if it was because of rich republicans.
    2. Try to oust Kilbride
    —Maybe can make progress on fair maps
    3. Rebrand their message to be more moderate - do not follow Eastern Bloc. Following the Eastern Bloc is like investing in Blockbuster.

    The punishment will be forcing Raunerites to vote against a budget for women’s health issues, seniors, higher education, social services… and make Raunerites the cold, callous, racially monolithic candidates that still can’t win in the suburbs, or recruit folks that aren’t old, white, and angry.

    Raunerites don’t offer much, Fair Tax passing or not.

    Unfortunately, that is the more likely scenario. As OW said, forcing the Raunerites to eat crow probably has quite bit of appeal to Dems.

    The point is the Repubs (especially with Madigan stuff) can get back in the game and by back in the game they can get to section ZZ of the nosebleeds, but that is closer than the Eastern Bloc.
