    That is my one concern. Mrs RNUG and I have voted by mail before, and have no problems doing so again.

    IMO,there need to be criminal, not civil, repeat criminal penalities against ballot harvesting and / or tampering. Said penalities should include forfiture of any position won if it can be clearly PROVEN the campaign committee or other paid staff were involved. Maybe that is overly harsh, but I want to insure the integrity of any election.

Another thought re mail in voting … if we are changing to mail in and banning harvesting, we need to also change to an open primary with the top 2 or 3 primary winners advancing to the general election. Note: I said top voter getters, NOT top candidates from each party. THAT will be tough for the established parties to swallow.

  16. I do wonder if there has been any major technological changes in the last 15 years that should be considered when reviewing a report written 15 years ago with the two named commission leaders having been born in the 1920s and 1930s respectively.

    You want California’s “Jungle Primary” (the official name is “nonpartisan blanket primary”).

  20. The thing with mail-in ballots is not knowing if your ballot is actually counted. They can throw away the ballots they don’t like and no one would know unless there is a lot of oversight.
