Cook County’s public guardian asked a federal judge to stop state officials from changing the health care coverage for 36,000 Illinoisans currently or formerly in foster care, saying the move would violate a decades-old consent decree designed to improve care for the state’s most vulnerable kids.
Cook County Public Guardian Charles Golbert on Wednesday sent a letter to U.S. District Judge Jorge Alonso, alleging the coming transition of 17,100 foster children and 18,800 former youth in care from traditional fee-for-service Medicaid to Medicaid managed care on Nov. 1 would violate a 1991 federal order governing the Department of Children and Family Services. Golbert said a too-fast rollout of the transition would be “in bald violation of DCFS’s promises to the children under the consent decree.”
“It is clear that DCFS’s scheme to precipitously dump tens of thousands of children and youth into the MCO on November 1 is being done without adequate thought or planning,” Golbert wrote. “It is equally clear that this dump will result in wholesale violations of the children’s rights to health care under the consent decree.”
I just don’t get the rush to do this. Thank goodness for Hannah Meisel’s reporting.

How plain of language does the administration need?
Hannah Meisel is the goods. This is top shelf, and staying on it as she has, I’ve learned more because of these reports, and this hurried rollout isn’t just the speed, the facts, including…

What is going on? An administration can’t mess with DCFS in ways that are blatant violations and expect it being ignored.

The Public Education Subcommittee of the HFS Medicaid Advisory Committee has a meeting next Thursday (10/3). I will be curious if this comes up for discussion. Among the many concerns I have is the fact that the DCFS youth are all slated to be assigned to only one MCO - IlliniCare. What assurances are there that their provider network has the capacity to accommodate these numbers?

This is a less urgent line of questioning, but I actually want to know what’s taking so long. When the RFP for HealthChoice IL went out in Jan. of 2018 the State said they were going to move DCFS kids to one of the MCOs, so DCFS, HFS, and IlliniCare have had a year and a half to prep for this, and they’ve done… what, exactly? I’m sure they have done SOMETHING, but they clearly aren’t where they need to be.

Just like the FBI, follow the money…to the MCO’s (likely politically connected to some senior State official or another).
In addition, they are in such a hurry that they just held the first planning meeting, what, a week or two ago, with the deadline fast approaching. Hopefully Judge Alanso will issue a TRO or other order, and demand answers from the State.

MCO’s charge a monthly fee for each person regardless of any need for treatment…unlike fee for service…that’s the money catch.
In my area …Health Alliance MCO clients/patients were abandoned…what will prevent a re-occurrence?

Correction to my previous post: January of 2018 is when the contract went into effect, the RFP went out in Feb. of 2017, and was awarded in the summer and protests were handled by the fall. So they’ve had 2 whole years to work on this, minimum. Almost 3 if you start the clock when they were drafting the RFP.
