Chicago Ald. Proco “Joe” Moreno said his car was stolen. In fact, he filed a police report last month declaring the alleged theft.
Now, Moreno says it was all just a big misunderstanding.
WGN’s Meghan Dwyer spoke to the woman behind the wheel — a single mother who said she was shocked to be arrested after Moreno loaned her the car.

Moreno chalked it all up to a misunderstanding.
“The car is not crashed. The car is in perfect condition,” Moreno said. “She’s a friend of mine. We dated for a while. She’s a single mom. I was trying to help out. She was down on her luck and needed a car. That’s end of conversation.”
Moreno was asked if he was trying to falsify a police report.
“It’s political season. I get it. You throw everything at the wall and see what sticks. This is something that is absolutely, 100 percent false,” Moreno said. “Absolutely not. I did exactly what I was supposed to do.”

#CPD confirms they have opened an investigation into whether @Alderman_Moreno filed a false police report, after lending his car to a friend he formerly dated and then reporting it stolen to the cops.

I don’t know enough about other major cities: are Chicago’s aldermen unique in their comically inept small-time criminality? Does this happen in other municipal governments? I really feel like we’re special.

If he asked for the car back and she did not return the car or refused to return the car, that is theft.
That’s a really low bar to establish for a defense of the charge of filing a false report.

My understanding is that their text exchanges were given to WGN, and nothing in there indicates he was trying to get it back. He was apparently sending flirty texts a day before he made the report.

I think the point is that it was both. A messy breakup and he filed a police report to arrest her for petty reasons.

Not so. The police can arrest someone if they have reasonable grounds to believe the person has committed or is committing an offense. There is no requirement that the complainant sign anything.
Hrabar was driving a car that was reported stolen. That’s reasonable grounds.

Moreno - well about that, I reported the car stolen last month.
SO - oh I heard a story on the radio this afternoon. Something about a blond woman was arrested driving a stolen Audi.
Moreno - oh I don’t know anything about that.
SO - the report said she was your girlfriend.
