Illinois is more than a year behind on payments to people who’ve been wronged by state government. Such individuals can seek compensation through the Court of Claims, which hears cases ranging from injuries caused by state workers to people unjustly imprisoned for crimes they did not commit. […]
The problem is that the winners have no way of collecting their awards until the Illinois General Assembly approves each individual payment. Legislators have included Court of Claims awards in several bills. The only ones to pass were vetoed by Governor Bruce Rauner, casualties of his broader budget fight with Democrats.

I heard this story on the radio this morning and was thinking about a possible solution. If someone has a judgement from the court of claims, why can’t they file a lein or “seize” a State owned property and hold it until the judgement is paid?

Of course, it could just be the democrats attaching these payouts to bills they know Rauner will veto so they have something else to blame on him

What “broader budget fight?” What are the “budget issues” in that fight?
Such carelessness with the language. Rauner’s refusal to deal with the budget has nothing to do with state budget issues but an unrelated political wish-list.
Rauner had a history of slow-pay, no-pay in the private sector that he brought to office. Squeeze people long enough until they’re out of business or will take pennies on the dollar out of desperation.
Some people just do business that way. It was a yuugee factor in the “success” of the guy debating tonight.

The General Assembly, both parties, simply are deadbeats. They don’t pay their bills, claiming that there is a larger issue at stake. Then don’t incur the expense. If you hurt someone pay for it, just like your citizens must do. I sure would not want to be in the same military unit with these folks.

Any appropriations to pay these claims have been vetoed by the governor. He has line item and reduction veto authority on any approp bill. He chooses to veto this type of approp. No one is forcing him to veto it. Court of Claims, higher ed, social services and so much more deliberately unfunded because of his arrogance and refusal to govern.

Rich, was it the Democratic legislators who passed the bill that Rauner vetoed? Businesses should know who really has their backs.

Honeybear, no they don’t. Words like all and never can rightly be labeled as perfidious depending on the balance of the sentence. Let’s look at cash balance, CoC claims pad, cash coming in, and profected and balance. Non big deal.
